Turn-off the Windows 7 to a specific time excluding and with additional software (shutdown.exe)?

In MS Windows 7, Vista, XP you can shut down your Windows PC via shutdown.exe at a specific time without additional Software!

1.) Shutting down the Windows PC's at 22:45 clock.
